Virginia-based Neustar Inc. will open a new facility right here in Possibility City that should create nearly 70 jobs right off the bat and up to 150 new jobs over the next three years, Greater Louisville Inc. head Joe Reagan and Metro Mayor Jerry Abramson announced today.

The announcement came on the heels of a press conference on the city's snow and ice removal plan for the upcoming winter season held at Papa John's Cardinal Stadium.

The Sterling, Va.-based Neustar provides "directory services that enable trusted communication across networks, applications and enterprises around the world," according to a release from the mayor's office.

The new Neustar operation will be housed in an 18,000-square foot space in the Hurstbourne Green Corporate Campus, and the Kentucky Economic Development Finance Authority has preliminarily approved state tax incentives up to $2,570,000 under Kentucky's new incentive program, the Kentucky Business Investment (KBI) Program, for the company, according to the release.

The corporate income tax credit and wage assessment-based incentive is contingent on the initial creation of 68 full-time jobs and the eventual creation of a total of 143 and can be earned over a 10-year period.

“Neustar conducted extensive research and considered a large number of potential locations to establish a new support services facility,” said Randy Buffenbarger, Neustar vice president of operations, in the city's release. “We selected Louisville because the community presents access to a workforce with the education and skill-set that we need to provide the highest quality service and support to our customers.”

Kentucky Governor Steve Beshear said the Commonwealth was happy to partner with Metro government and GLI, the city's chamber of commerce, to bring new jobs to the area.

“Through great relationships with Mayor Jerry Abramson's office and Greater Louisville Inc., Kentucky is able to aggressively pursue and attract high-quality companies, such as NeuStar, to the Commonwealth,” he said in the release.

According to the mayor's office: Neustar was founded in 1996 to meet the new technical and operational challenges of the communications industry when the U.S. government mandated local number portability The company's services enable customers to manage critical activities such as record exchanges, subscriber growth, network optimization, content management and inter-network call origination and termination.


“Louisville has positioned itself as a city attractive to hi-tech companies – and Neustar's announcement is another example of our success,” Abramson said. “These are good-paying jobs that help grow our economy.”

“This is an exciting development for our community, and one that fits nicely into the key technology sector of our economy,” said Reagan, President and CEO of GLI. “Our region's workforce was a key component of the company's decision to locate here, and the deal shows that a focused economic development strategy can produce big wins, even in a tough economy.”

The release goes on: Neustar will be holding a series of career fairs to begin filling positions that include legal compliance analysts, legal compliance administrators, senior support analysts, customer business analysts, customer service analysts and customer service support specialists. The career fairs will be held on Wednesday, November 4, 9 a.m. – 2 p.m. and 4 p.m. – 7 p.m. and on Thursday, November 5, 7 a.m. – 11 a.m. at the Holiday Inn Hurstbourne located at 1324 S. Hurstbourne Parkway.
